sys-devel/clang-common: drop PDEPEND on sys-devel/clang:*
Drop the PDEPEND on sys-devel/clang:* because it confuses Portage and leads to things like `emerge -v1 sys-devel/clang:17` pulling in sys-devel/clang:18. From emerge --debug: ``` Parent: (sys-devel/clang-common-18.1.8-r1:0/0::gentoo, ebuild scheduled for merge) Depstring: sys-devel/clang:* sys-devel/gcc sys-devel/gcc sys-devel/binutils Priority: runtime_post Candidates: ['sys-devel/clang:*', 'sys-devel/gcc', 'sys-devel/gcc', 'sys-devel/binutils'] ebuild: sys-devel/clang-18.1.8::gentoo ``` This is one of those patterns which comes up every so often, same with pam and pambase. Ultimately, nobody is going to emerge clang-common by itself and then wonder why clang isn't installed. We're better off just dropping the dep as it serves no real value anyway.
