Open bugs with council involvement

- bug #637328: GLEP 14 needs to be updated

  Update from security@:

  we will find a solution this month."

- bug #642072: [Tracker] Copyright policy

  Almost done. Mainly blocked on devmanual update: bug #668686.
  No update.

- bug #662982: [TRACKER] New default locations for the Gentoo
  repository, distfiles, and binary packages

  A few blockers on external tools. No action from council@.

- bug #687420: GLEP 81: User and group management via dedicated
  packages

  No action from council@ here. GLEP 81 was approved last month.
  The implementation is in the tree and about to be moved to
  Final state.
