PowerPC does not have a single multilib profile, and therefore the flags
do not really serve any purpose. Comment them out to reduce the total
number of USE flags in USE-deps.

Enable EAPI 7. Correct all ${ED} references to account both for
trailing slash being present and absent.

On Darwin, gcc emits __ppc__ or __ppc64__, not __powerpc__. Do
additionally allow the short variants to match, such that we can use the
wrapped packages on ppc-macos as well.

Use split assignments and readonly calls rather than combined form since
the latter works unreliably for reason unknown.

Replace uses of 'declare -g -r' (bash-4.2+) with 'readonly'. Reported

This commit represents a new era for Gentoo:
Storing the gentoo-x86 tree in Git, as converted from CVS.
This commit is the start of the NEW history.
Any historical data is intended to be grafted onto this point.
Creation process:
1. Take final CVS checkout snapshot
2. Remove ALL ChangeLog* files
3. Transform all Manifests to thin
4. Remove empty Manifests
5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$
5.1. Do not touch files with -kb/-ko keyword flags.
