- better targeting of security bugs for specific release lines
- allows users to select a preferred release line

Per the category metadata, app-doc/ is reserved for documentation
*files* and not software. Move it to app-text/ where it seems a better
fit.

This commit drops most of vulnerable versions, however, security
cleanups are still blocked because of 7.0.5 which is the last stable
version for arm.

All of these will be using app-alternatives/lex anyway as they're not unsetting
YACC or LEX, so make the dep reflect reality.
(Included both YACC and LEX out of conservatism.)

As noted in the bug (and this is why we're removing it in general unless
it's useful), it has confusing semantics if the user passes -flto in their *FLAGS.
After inspecting the upstream build system, the LTO build option which USE=lto
wires up does nothing useful, so drop it.

We need freexl's XML support for freexl_open_ods but also doesn't make sense
to have optional XML in spatialite as then feels like USE="-xml" but with XLS
support isn't tested much upstream.
