Update.
* sysdeps/i370/Implies: Removed.
* sysdeps/mvs/Implies: Removed.
* catgets/catgets.c (catopen): Filter out env_var values with / if
necessary.
* locale/findlocale.c (_nl_find_locale): Move test for unusable
locale name after all getenvs.
